Harrigan is one of the Biggles living in Biggleland. He is the great-great-grandson of Harmonicus Biggle, the founder of Biggleland. He is very much like his grandfather.

He wears a marching band uniform and a small black hat with a feather. He has the same blue fur and yellow tail and ears as Billy.
